Background effect like Turbo (the animation movie)

Hello,

Can someone explain me how can I do this visual effect (shown in pictures below) in After Effects?

EDIT: I think I’ve already achieved it but I’ve created the solids myself like shown in here:

But I’ve also tried with CC Particle World (i think it’s this name, I’m not in front of the computer now) but I couldn’t make the stripes look like those. Maybe trapcode has some better particle emitter.

the [IMG] at the ends.
