Try sherwood’s forest. http://www.hash.com/sherwood/index.asp
Basic approach: animate a texture such as a sine function, export it out to .TGA’s then use those as a deformation decal on your water surface.

You could just give your water surface a crumple or wave material in the bump channel and animate those. Does v10x have displacement materials yet? If so those would give a much nicer result.
