Add motion blur, etc to camera?

How come you can’t add operators to cameras? For example, let’s say I have a bunch of layers in my composite and I want to add motion blur to everything. To save me adding the operator to every layer why can’t I add it do the camera ergo doing it across all the layers?

Sorry, figured out you can apply it to the top level in the workspace.

Isnt you need to nest everything then apply the motion blur operator?
