How to replicate the "Metropia" style :)

I hope someone reads this... worth a try anyway!

I've seen metropia several times and can't for the life of me figure out how they pulled off the effect.

I'm guessing it's after effects, and each feature is on its own layer, like the eyes, mouth, etc... and maybe the puppet tool is used to animate and distort them?

Either way it's pretty amazing and someday I'd LOVE to replicate it. Any ideas??

which effect are you refering to? That youtube clip is over 1 min long.
