Question dynamics in local spaze

is there a way to tell the particles that they should only behave in local space?

the thing is that ive animated a head. to increase the motion ive also animated the camera. so when the head is alone in the picture, it looks like its moving and the camera isnt. ok.

just that i tricked myself now that i want to ad some rain, and let the viewer belive that just the head is moving, with the rain hitting him.

so can i parent the emitter to the cam and let the particles move in the coordinates of the cam? that in the end it still looks like a head moving with rain falling onto him and the cam remains steady.

i hope there is a solution, and I hope this text is understandable!

Thanx,!!!
