i tried to create a portrait like this
and ended up with
please help me create hair realistically as it was in da source also suggest any improvements and how to do them as am not a professional in photoshop ....

To be honest, I think you have bigger problems than the hair. I would recommend you take some drawing and painting classes. Learning techniques in Photoshop isn't going to improve your actual artistic abilities, which is what you should be focusing on.

Digital Painting is something that takes time to master - you really need to think of Photoshop as a tool and not as something that will produce masterpieces straight off. I suggest that you take some art classes and learn how to draw using pencil, pen and other real mediums. I'm sure that with practice you will learn how to shade things and grasp fundamentals that you can USE in photoshop. For digital practice go to these sites and do every tutorial for digital painting listed:

Also don't forget that some products may require purchasing - but if you're serious the price shouldn't be something that gets in the way of your art:
As you go through the tutorials - there will be one thing in common with all of them. The techniques prescribed are very similar to those you would employ using real mediums.
I think your drawing is off to a good start but you need to focus on your technique and really bringing out the details. The face is ok - but needs better shading to bring forward the features and to create a sense of depth. Your hair in the drawing shouldn't be so blocky. Take a look at some of the tutorials I've listed regarding hair - remember that hair is made up of thousands of strands and should never look like "one piece".
I hope that you continue to draw and keep moving forward - and remember that Photoshop is just a tool and your technique and work should be viable across several mediums (not just digital art).
