You can make an IkHandle from the collar bone to the shoulder, and have the translation in Y and Z controlled by an attribute on your arm controll. The ikHandle should be paranted to the bone that leads to the collar bone so all translations will be Local.

I have you tried your idea, and it created the same problem I was having before. (Mayabe I was doing it wrong?)
