bent_stickyIK.mel - fixes maya 4.5 to 5.0 IK weirdness

bent_stickyIK is used to turn on the "stickiness" attribute on all IK handles within a scene. It is most handy for opening Maya 4.5 files in Maya 5.0 when awkward IK behavior, due to inactive IK stickiness attributes occurs.
