Making a HeightField

How does one go about making a nice looking HeightField in Photoshop?

Depends a little on what it's for actually.

But most often you can start by using the Clouds/Difference Clouds filters and then tweaking the finer details manually with brushes, and perhaps even a few filters applied to selected areas, for specific purposes.

what's a "height field?"

It's basically z-depth.

Let's say you are looking straight down on a mountain. Well, the top of the mountain would be white, the bottom would be black, and the sides would be shades of gray.

If you have ever used Filter > Render > Lighting Effects, then you might already be familiar with them.
