timeline marking possible ?

I'm looking for a way, via MEL, to make timeline marks to indicate the length of animations.

what I want to archive is to tell the user "This is how long this part of the animation should be" and make something like 20 marks along the line so that the keyframes will match.

is it possible and what commands am I looking for ?
