Map magically unfurling

I'm working on an animation of a crumpled up map falling on a table then magically unfurling. Everything is going fine except I can't get the natural look of hard crinkled edges opening.

I tried a cloth simulation but it got complicated quickly and passed my skill level. If someone can tell me this is the way to go I'll experiment more

I tried a simple rig curled in but still had several problems.

I would love to just shoot it stop motion but the producer wants a few other thing to happen.

Can anyone point me in the right direction?
