Relative Particle Rotation

Setup : spline that rotates on its pivot, Particle emitter at the base of this spline with Particles that follow the spline ( have tried it with Pflow but that doesn't allow the spline to be animated so I'v just placed a SuperSpray + Pathfollow there). The emitter is also linked to the spline...

Now, my question : Is it in any way possible to make the particles rotate relative to their position/rotation on the spline? So, I just want the particles to Follow + Rotate with the spline AND rotate around themselves...

This is what I did so far: SuperSpray with Instanced geo, picked a plane and put the right rotation with Xform modifier. This way I can play with the Xform Rotation, the particle Rotation and the UV Rotation...Still not really an answer to my question.
