Strange interpolation using constant tangens

1.
I am blocking a animation with 2 charachters performing some action. And I want to have all my keys in constant interpolation. It works fine. Sometimes. But on some keys the different body parts are behaving different. I have tried to make the keys constant on the time line aswell as in the f-cutve editor. How do I make all the keys to behave constant in the same manner, in a easy way.

Its very annoying to have only the shoulders hit the pose a couple o frames before the rest.

2. Is there a fast and easy way to select 2 rigs at the same time when tweaking my blocked poses.

I learned at the-areas forum that you can use constant keys if you uncheck the quaternion option for all the nodes except the reference node in the options window.
