environment layer fog


I want to create a layer fog in between 2 mountains.

I can use environment fog with layer option. but my problem is, my set is below the horizon level. also my camera is looking from bottom to top.

Is there any technique than we can fake the horizon as our wish?

looking for suggesstions.
