bump and dielectric

Hello I am trying to figure out how to use a bump map with a dielectric. I map the dielectric material in the the surface Material section under Mental Ray in a Blinn's SG. Then I tried to map a bump map to the blinn's bump map section but nothing.
Do I need to use displacement, or is there a diff. way to do bumps?
