Bone Transform Values issue

Hey all, i have a rigged guy right now and the bones wont reset transforms. by this i mean. Transform>reset Rotation or the like.

everything but bones still works... also if i type a value under the Trasform panel into rotation, nothing will happen. BUT if i open Kinimatics ppg and type the numbers there, it works. but thats the only way ive been able to do it.

in addition.. if i rotate a bone and try to undo. the bone wont move, but if i keep undoing it will still undo other things ive done before rotating the bone. im finding this very unual

if you have any ideas on how to fix or what the cause is that would be great
