Rotation based on normal

Given a nurbs surface, and using the points on surface I managed to the the normal information at a point at u,v
How does one rotate say a cone geomtry along the normal that the function spits out?

use a constraint?

yes i get that theres a normal constraint, but here is the situation....
I have a cone with normal (N2) and say a uv normal (N1) I want to align it along the normal of the cone to that particular cv


There is an angleBetween function but unforunately it doesnt do a good job...
also when I tried the normal constrain it looks at the object level, yes I tried doing this command too
normalConstraint nurbsPlane1.cv[3][0] nurbsCone1;
