Converting between frame rates

For sake of argument, lets say Disney outputs all their animation at 24fps for cinema.
Yet, when it comes to DVD, NTSC plays back at 30fps and PAL at 25fps.

How is the framerate maintained without quality loss / dropped frames?

24 to 30 -> some frames are repeated
24 to 25 -> it's so little the difference that it simply runs a little faster (not noticeable) the sound although goes thru some processing to avoid the pitch shift.
