Smile Surfing, plugins & painterly waves...

I've been working on a film about surfing, and am aiming to give it a graphic element of waves, taken from actual footage, yet look like painted stopmotion. My first attempts at this were using actual stop motion, painting on glass and editing together frame by frame, but my waves werent accurate enough so I think I'm forced to use live motion.

I know there is a plugin called Video Gogh...but its $90.....Was wondering if anyone had a copy of it ! Or something similar they can point me to or even better, send me?!

Any ideas or help would be very much appreciated!!!
Thanks in advance!
