The framing of the shot, duration, lighting, camera angle and appearance (costumes, props) and how it affects the overall film. Some of these things vary though, like the duration of a shot can be chosen by the director or editor, etc.
The main person who lights the film. Closely related to pothography, except that its moving images rather than stills.
Learn by doing.

The cinematographer is the person who deals with creative issues of how to use the camera and how to use the light, both for practical and for dramatic effect. If the cinematographer has done her work well, the medium of film will have been used to improve the finished qualities of the film just as surely as the contributions made by the actors and the screenwriter.

The cinematographer, above all, determines what the audience will see, and therefore how the audience will (perhaps subliminally) feel about what they are seeing. If you want to see (what I anyhow consider to be) a particularly fine example of cinematography, check out Finding Neverland before it leaves town. (It's the story of the man who created Peter Pan.)
