substeps and creating caches

Maybe this is a stupid question, but when you enable substeps in fluid simuation, do you need to set evaluate every 1 frame to other small numbers? For instance, like I set substeps to 2, do I need to set evaluate every 0.5 frames when you create caches? Also there is a oversampling setting in solvers, usually it's set to 1, sometimes I need to set it to lager number in order to simulate some fast moving particle emission. Is this also affect cache settings? Anyone can explain to me the relationship between these settings? Thanks !
