Max 2014 prevents axis restraints?

Max 2014 prevents axis restraints?

I've been trying to snap to vertex by pulling a few vertices to the same level on the z axis but in max 2014, when snap is enabled it automatically activates the three planes unlike 3ds max 2013.

Is there any way to fix this so I may pull in one direction only whilst using snap for the most accuracy?

Any information would be appreciated. Thanks!
