Advice needed on creating stylised forest scene.

Im looking at creating a stylised forest scene for production. Any advice or tips on how you guys might go about this? Software preferences etc.. Attached is a reference image (artist unknown) to give you an idea of the look and feel Im going for.

I don't think software has anything to do with it. It's basically a 2D painting, and any of the 2D programs with brushes can paint this.

Stylization is basically the subjective choice to simplify, detail, exaggerate, and idealize various factors such as proportions, values, colors, and surface treatment (line quality, brushwork). If you have solid knowledge/skills as a 2D artist, you should be able to emulate any style you want.
