Smile Modelling Hat For Character

Hi, just asking for some guidance to do with modelling a hat for a character. The character will also be animated.

Should the hat have a cavity for the head to go inside?
Can I just have the hat clipping with the head and parent them together?
Which situation would a union of the hat and head be best?
Is there any ways to match a cavity in the hat to the shape of the head?

Here is an image of what I have at the moment, the hat and head are just clipping:

Thanks!
