Attaching splines to cloth

I have a cloth sim of a flag. And I want to "glue" splines to the surface of the flag so they follow its contours (see screenshot)

What are some ways to do that? (I was thinking of creating a bunch of nulls, using constraint tags to clamp them to specific point selection tags and then using a tracer to form the spline but I'm hoping there's an easier way.)

SurfaceDeformer in "Projection" mode does that.
(Create the spline(s) from edge selection).
