Wise people I need you

Spent nearly 3 days trying to work out something from my own knowledge resulted in nothing. Anyone knows by chance how can i create a model like this

Maybe you can start using paintFX and from there move on.

Can i use it in 3d max ? Is it a plugin ?? Never heard of it. Thank you for your help

Sorry, paintFX is a tool in Maya.
In Max ... maybe you can draw some sort of lines, and attach to those lines the little spheres.

if you were using cinema 4d, i would say use splines then cloner spheres along those lines

You could model all of the strands straight out, then use cloth sim to pull them into shape.

There are a few scripts that could be of great help for this kind of thing... if i remember well these are 2 i used in the past.

model a mesh in that shape and put a cloner to psition the spheres in the vertexs.
