Valve launches Steam software store. 3d coat %10 off!

Valve just launched the steam software store:

All softwares are %10 off currently which includes 3d coat and art rage. Looking forward to the steam winter sale

So how would this work? AFAIK Steam is based on online validitation/activation (whatever term is more applicable, I hope you know what I mean). Would this mean if you bought for instance 3D Coat from Steam that no internet connections would mean no 3D Coat?

If i am not mistaken you should be able to run in offline mode

Why? I'm sure there's good reasons. But I don't see any so far.

Many studios don't have internet connections to their work computers for security purposes. I'm not sure if this steam deal needs the connection though.

Valve has always supported the modding community. They talk a lot about rewarding people who add value to their titles(be it, tf2-hats, dota2 custom items or game mods) and the way I see it, this is a way for them to bring all the necessary tools for custom content creation into Steam while also giving people who are interested in modding a place to start.
