PS CS6 and brush Transfer settings issue

Windows 7 64bit Ultimate
12gigs of RAM
Photoshop CS6
Intuos 4 tablet


So I am working on something in Photoshop right now and a strange thing just started happening with my brushes. I want to keep Shape Dynamics set to Pen Pressure and turn the Transfer settings off so that I can vary the thickness of my line but keep it at 100percent opacity. No matter what brush I select, the Shape Dynamics work correctly, but they are all acting like I still have Transfer set to "Pen Pressure" even when that setting is turned completely off. I have tried restarting the application and the computer, switching documents, deleting the preferences file, as well as switching off blue tooth for the Wacom and connecting via USB but nothing has changed the behavior. Any thoughts? I feel like I'm missing something really obvious ...

EDIT:

Not sure that this really matters, but I wanted to add that it happens in both CMYK and RGB modes.
