Why are the shadows behaving this way and how would I fix it? (The head area)

Can you tell us more info about how you render the shot? From a quick look it looks like GI flickering but an actual info would help.

FG and raytracing have default values. (Production quality)

Raising the file size of the character rig light map got rid of most of the lines. However the slight flicker still occurs

then FG would be my guess. Try raising the rays and interpolation amount.

For animation I prefer to do brute force GI. But I don't know what it's called in MR :(

Setting interpolation samples to 0, sets FG into brute force mode. Also try importons.
