Manual weight normalization does nothing?

I use maya 2011 at work, but I recently got an educational version of 2013 to play around with at home and check out the new features of. Unfortunately, I have run into a major roadblock when skinning in 2013. The edit smooth skin > normalize weights tool doesn't actually change any of the mesh's weighting.

To clarify, I already know the difference between post normalization mode and interactive. Interactive works the way it should, forcing normalization as you go. Post-normalization seems to be working fine right up until you want to manually normalize the weights. The script editor readout will say that everything succeeded, but the skin's weights are left untouched, adding up to well above 1.

It's not a simple mistake of holding all of the weights, either (I wish it were!). Even with no weights held the normalize weights command is having no effect.

Is this a known issue? If so is there a known work-around?

If this isn't a known issue, I'm not really sure what to do. Two reinstalls and updating to SP2 have had no effect.
