I was under the impression that procedural meant computer generated (alterable with things like seed and parametric values) and and that non procedural meant artist generated.

Like, if you wanted to create a texture, you could make a program to do it with perlin noise functions or something like that. Put some seed value in there and out pops a unique texture. VS an artist doing it all manually in a paint program.

Or if you had Ivansavich's building generator plugin for Max, that would be procedural. Then if you edited each building yourself, that would be a non-procedural change. Whether or not you have a modifier stack full of Poly Edits allowing you to make non-destructive changes in stages doesn't have anything to do with procedural/non procedural processes.

...or so I think.

The reason I suggested 'Raster' earlier is that many of the people I work with have worked in both Illustrator and Photoshop, they get the diff between a vector based image and one composed of pixels. (vector vs. raster) It's probably not accurate to describe a procedural that way but intuitively the people I have worked with seem to get it.

(I realize the convo is basically over but I feel kinda bad for not explaining this more clearly before.)
