I've read somewhere that substance don't understand the repeat UV attribute of the 2dPlacement node righ now, so the only solution to decrease scale of the texture without tiling issues is to actualy scale the UVs of the object.

If this is true, Will it be fixed in the near future?.

"Repeat Uv" is supported.

Repeat UV

I'm using Maya 2013 and while repeat UV for tiling works for texture display in the viewport, when I render, there is no tiling taking place. Is this a known issue?
