Constrain and "Set Driven" problem

I'm about to finish my rig but there's this last problem I can't figure out. I have a head object, eyeballs, eyebrows etc. Usually I'd set driven key to objects from control panel to move the eyes etc. around but when I do so, it doesn't work when everything is constrained to the head.
How do I connect everything to the face and still be able to control eyeballs etc? How do you do it?

P.S. This is my first time rigging a character.

you can let head as parent object to eyeballs etc. . the eyes etc. as the child objects.

Parent head object, eyeballs, eyebrows to the head main joint.
Have an eye target ctrl to which the eye ball is aimConstrained with up vector, aim axis specified.
