Moving particles around mesh with Data Operator


I was wondering if it is possible to move particles around the surface normals of an object.

For instance have a cylinder. Now I want to create particles at frame 0 and then move them around the cylinder and gradually up, using the normals position. is this possible ?
I was thinking if it could be achieved by using a simple UV to guide the particles.

You might not be able to move the particles along the surface using the normals, since normals tend to point outwards the surface. (unless you calculate the axis out of the normals)

For moving it using UV's, I've attached something that hopefully you could use..

There are 2 Data Ops, one for moving the particles towards the nearest surface, and the other one for moving the particles using the UV direction.
