Without looking at the blend file, it's hard to say what hasa gone on there.
Certainly, the smooth/flat shading would not do that.

My guess, have you "smoothed" the model, (modifier?), rather than changed the smoothing of the shading? The two are different beasts entirely.

Check the direction of your faces and of the vertices. Those shadows usually come, if the directions are in the wrong way. Also take care that you don't have overlapping faces.
You certainly can find some tuts to these themes if you search car modelling tutorials.

The result as it is, as smoothing is normally based around a set angle so it doesn't smooth out 90 degree surfaces is partly to do with looking directly "on" to the object. Look at it from the side and it doesn't look 100% smooth..

If you want to ensure it isn't oversmoothed, the easy answer is apply some loop cuts (Ctrl+R) to the flat surfaces, the other alternative is to apply an edge split modifier.

I've attached a blend file showing the effect. Layer 1 is the pure geometry in flat shaded mode. Layer 2 is smooth shaded. Layer 3 is smooth shaded with additional edge loop cuts. Layer 4 is smooth shaded, no added edge loop cuts but has an edge split modifier applied.

You just need to apply a edge split modifier. To get a smoother wheel, you just need to increase the number of segments of your circle / column, depending on how you built it.

Personally, I wouldn't settle for anything under 64 segments from a distance but upto 92 or more if doing close ups. Always make your segments a multiple of 2 or 4 so you can create an even number of spines on the wheel.
