UV coordinates to be stored by Control Points

How do I get my .fbx (no bones are in my .fbx by the way) model: it's Tangents, Normals and more importantly, it's UV coordinates to be stored by Control Points (and not by Polygon vertex). Could it be done in 3DS Max alone?

I'm guessing this must not be thing? Nobody knows what I'm talking about?
