Model's Cage ?

why does the model appear to have a cage, and how can I change it (preferable in Poly mode)
so I can select the verts on the model, not the cage ?

That's the NURMs cage. Untick "use nurms" in the Subdivision Surfaces palette and you will be able to edit the vertices/edges/polys.
