Rigging/modeling objects that will use muscles

How do people do this, I'm talking about when you have a character that will later use muscles to get deformed. My idea is to model my character the way I want it to look and then try to match the underlying maya muscles to the curvature of my modeled muscles. It also seems like an idea to not model the muscles much and let the maya muscles expand those areas for a tighter fit, and possible better looking as well?

Hmmm and hmmm?
