Connecting two meshes


I made a male character model and I have been following Grassetti's tutorials. However, he skips over his methods and never explains how he is able to work on multiple subtools at the same time. I have, for instance, finished my head and now I want to reconnect it to the body. They have two different polycounts (head is much higher) and there is a cut along the neck where they obviously do not join. I have looked through multiple tutorials and so far none of them seem to really help my situation.

-I have tried merging (/welding if thats the same thing) my sub tools however when I reset the mesh it drops down to a much lower polycount.

How can I join these two parts with different polycounts into one coherent piece without sacrificing higher subtool polycounts?
