Getting some strange artifacts(?) on certain area when moving to higher subdiv levels

After making a basemesh with zspheres/adaptive skin, i subdivided it to lv 6, then proceeded to sculpt the torso/abdomen. All was going well until I started working on shaping the lips on lower sdiv levels then going up the levels as the modifications got more details. As soon as I got to sdiv 3, it started messing up.

This is a combination of screenshots of each subdiv from 1 to 3 with polygroups on and off. (4, 5, 6 are also screwed but I saw no reason to include them).



This is what it looks like with all other polygroups hidden.



How can I solve this? I know it's possible to just delete the lips polygroups, but can I draw them like you can in Maya? how do I do that? Can I export this over to maya without losing the subdiv levels?

tool>subtool>all low
then hide the messed up part
then tool subtool>split hidden
then tool>subtool>all high
then tool>subtool>merge with weld on.
if the lips are still messed up convert the lips to a polymesh 3d and subtool>append and try by re welding the polymesh 3d lips and delete the old lips

before you do that the lips do look like mask is on so remove any mask and see what happens.
could all so try smoothing the lips by shift+ drag on subd 2 and then see what happens when you move it higher after smoothing

Unfortunately there was no mask applied and smoothing didn't help at all.
Following the PM3D method did fix the issue but at the cost of all the previous subdivision levels. Subdividing the new mesh now gives me a lot of the original shape so I might just go in and define everything again, perhaps for the best.

'without seeing it take the lips and subdivide it the same as the model,
then once merged and there is no subdivision level t hen try tool >geometry >reconstruct
if there is triangular faces it wont reconstruct.

I tried that but the problem with subdividing the lips before merging/welding is it becomes a bit smaller than the hole. So when I do merge, I assume the points are too far from each other to be welded, and results in this:

remove all the other stuff out of subtool like the image planes.

take your mesh at subdivision 1 and then select tool> make polymesh 3D
take your messed up mesh and remove the lips and inner mouth then goto tool>geometry>modify topology> delete hidden.

now take the one with out the mouth and lips and append it to the polymesh 3D
now subdivide your polymesh 3D to about 4 on the slider
then tool>subtool >project all
make sure both subtools are at the highest subdivision level when you project all
and make sure the polymesh 3D is selected when you project all

forgot to say since the lips could not be projected so i use smart smooth on lips edges ,
