squash and stretch character rigging

Hi,
My client needs a character rigging that can squash and stretch, so I want to know if this could be done using the biped or its the bones that should be used?
and if there is a tutorial explaining how, would really be appreciated.

Also he asked me about the costs, but i'm not sure because i have never had a freelance job for rigging only, always used to be modeling and rigging together.
so could anyone give me an idea about how much a freelance rigging job costs?
As i'm not an expert in rigging but i'm a professional modeler.
