You* could use the Move Topological brush at not too large a setting. Or you could Split to Parts and move the teeth before merging them back down.

Use Polygroups. Start by creating with Auto Polygroup. There are several ways to create them automatically (By uvws, by connected mesh, by Subtool etc.)

It is often a converting back and forth between them and masking.

Auto Polygroup works in most cases and some times not,
when you Auto Polygroup them and there is No subtool and you want to move 1 tooth
you hold down the CTRL and click the tooth,
if the mesh is welded as 1 object probably wont work ,
need to subtool group split then you can merge them with no weld.

if you have subtools
you hold down the ALT and click the tooth on the canvas

when you have the GIZMO on
there is a option on the top right to move 1 tool or move all subtools
