Reduce colour range to 2 colours??


I have a rendered picture of some smoke, and in the smoke there is smooth colour change from the highlights to the shadows, light grey to dark grey, but Im trying to break that down to just 2 or 3 shades of eventually it will look like its hand drawn.

How can I do this in Photoshop? Essentially im after toon rendered smoke, but its not happening in XSI, so I thought it would be relativlely easy in post, but I cant figure it out!!
