See-Through Hair

I have no idea how to word this properly to search on Google, so I'm having a bit of trouble.
I'm working on a cell-shaded 3D model with visuals inspired by Wind Waker, but I've run into some trouble with the hair and eyes. In the game the eyes are shown on top of the hair, in typical anime/manga style, but are still behind it, attached to the face. How do I make the hair transparent to only one material/object?

Another way of wording it is: How do I render the eyes in front of the hair?

This sort of trick is pretty easy with real time shaders, but those sorts of control aren't really applicable to offline renderers. It's probably either set to render with a z bias large enough to draw in front of the hair (this is how decals are done), or set to always render after the hair. The former you probably can't do with an offline renderer, but the second you can by rendering them as a second pass and compositing it.
