My PC slow in performance

My PC slow in performance

well i build a workstation a small one ...and the components are

Intel Core i7 3820 CPU 360-370 GHZ
16 GB ram corsair
Nvidia Quadro 4000
Hard disk Western digital Black caviar 1 TB for system and data
Hard disk kingstone SSD 60GB for programs
my operating system is windows 7 64 bit
and i still feel that the Simulation is slow ...even when i try a simple thing and also in rendering simple thing in after effects
and in Zbrush i reach subdivisions 5 on my old pc and still good but in the New pc that i talk about now i reach 5 and the pc get slowly :S
and also when i open a big scene in 3ds max some scenes opened on my old PC and my new pc it makes the program not responding and i also dont feel anydiffrence when i get the quadro ...even after i installed the last version of its software and its SDK

plz help what shall i do ???

Is the machine overheating? Modern processors will slow down their clock if they overheat which could cause things to really slow down. Also what was your old machine for comparison?
