Modeling hair and beard - polygons

I want to model my characters hair and beard similar to this picture:


I like this "blocky" look, but I am new to modeling and have no idea on how to make that. The tutorial I'm following doesnt cover facial hair, so I'm stuck.

Any guidance will be welcomed.
