Creating a kilt w/pleats with cloth

I'm trying to create a kilt with Maya cloth in Maya 6.0. I'm making the pleats by creating a separate garment for each one, manually adjusting the vertex on the pleats sections (to sort of create flattened half cylinders) and seaming the garments together after they've been adjusted into the pleat shape to create one garment.

I'm using mesh constraints on the top and bottom of the pleats (possibly in the center too) to
constrain their shape when I do a simulation. I'm thinking of creating some bones with a spline IK and mesh constraining the bottom of the pleated area to that skeleton to rig the kilt. Or doing the same with a wire deformer. the top would be mesh constrained to my character.

I'm wondering if anyone has any suggestions on a better approach or improvements to this one. Thanks, Victor

Thumbs up Thanks-Pleats work well

Thank you very much. That file really clarified the crease angle and stiffness for me. Looks like I was overworking and overthinking this one. The pleats work great.
