sticky / default coordinate system settings

In general I need to work in local coordinate systems.

one of my biggest peeves in Max is the tool dependent "sticky" coordinate system.
If I move [W key] in coordinate system Local,
then switch to rotate [E key] -surprise! no more local coordinates.

also, "view" is the default coordinate system, which I never need to use it seems.

Can I change either of these annoying behaviors?

That would be fixed by checking "Constant" inside Customize/Preferences/General/Reference Coordinate System.

No way around it, AFAIK.
