Mograph:Animating one clone after another

I've never been able to get Mograph to do this the way I want:

I've got a nice stack of cloned cards (if you imagine a deck of cards you'd be very close.) I just want them to gracefully fly up and away, one at a time. So I'm using a spline effector with a spline just out of frame. By animating the falloff on the spline effector I get the movement I want.

The problem is I really want Card 1 to lift up and away before Card 2 starts to move. I've played with the falloff controls on the spline effector, but no matter what I do I get a stream of cards rather than a one-then-another sequence.

I've tried using a step effector as a weight control. But I can't seem to get the spline control to animate the way I want.

I'm sure there's a way to do this. I just haven't found it yet.

Anyone got the secret recipe?

Are you familiar with how the Inheritance Effector works ?

In Animation Mode you can use the Step Gap to control the pacing between clones.
