What is going on? The glass comes out dark. it is not refracting the environment jpeg, but refracts everything else like. the organic glass table (noguchi) table infront of the couch is fine, but the glass on teh second floor is not showing the background? help?

Without knowing anything about what you are using or the specifics of your scene I am inclined to have you check two things...
(1) check the normals on that geo and see if you need to invert them so that the geo responds properly
(2) perhaps (and I don't think it is this given that the table rendered fine) the ray depth needs to be adjusted on your shader and that is why you cannot see through it. Though I really doubt this one.
(3) double check how your opacity/transparency is set in the shader (Sometimes the simplest checks are the smartest..)

In the future, when you submit a question, tt would be helpful if you would be as specific as possible and provide what software you are working in and what you are rendering with. Are you in maya, 3dmax, etc. Are you rendering in mental ray, vray, etc?
Additionally, knowing if the black glass is actually a solid object, a flat plan, multiple panels that are stacked behind each other or which we would see through would also help to diagnose the issue.
